Description

The Taman Beringin Landfill is located at North Jinjang which is about 10 km North West of Kuala Lumpur city centre. This site has been used by Kuala Lumpur City Hall for disposal of domestic and commercial waste collected in the city. A waste transferred station has been built next to its northern boundary and residential flats are built south of the site. The landfill covers an area of about 16 hectares. The landfill, which is not a sanitary type, started its disposal activities since 1991.The landfill has been closed in early 2005.

The Kuala Lumpur City Hall has awarded a closure and restoration project to CyPark Sendirian Berhad (hereinafter known as CyPark). The closure works includes capping, leachate treatment and the passive venting of landfill gas. There is no capture of landfill gas under the restoration plan.

The proposed CDM Project involves the installation of equipment for methane capture and destruction with a capacity of about 1000 m3/hr as well as the treatment of leachate from the landfill. The combustion heat will be used to evaporate the leachate collected from the landfill. The equipment to be installed, consist of pipings that connect existing landfill gas (LFG) wells to a condensing unit and combustion system. The LFG will be flared in an enclosed system. The heat generated will be used for evaporating the leachate from the leachate treatment plant.

Because the landfill is not a sanitary one and leachate outbreak into nearby water body has been a key environmental issue at the landfill. The leachate has interfered with the quality of water when it was let to flow into the river nearby. In addition, the foul smell of leachate has also affected the residents living close to the landfill.

Under the closure and restoration project, a leachate treatment plant has been constructed. The Department of Environment has given approval of the leachate treatment plant as its effluent discharge has attained standard B of Third Schedule of the Environmental Quality Regulation 1979. The monitoring carried out at the landfill indicates that the daily generation of leachate is around 150 to 180

  1. The recurring cost of treating the leachate to meet the standards is estimated to be around US 1 million each year.
  2. This integrated landfill management project will flare the landfill gas and ultilise the waste heat from the combustion of the landfill gases for evaporation part of leachate from the treatment plant. The evaporation process will dry up the liquid from the leachate leaving little residues that will be collected and disposed in accordance with the sewage requirement. This in turn will reduce the volume of effluent from the leachate treatment plant.

    The combustion of methane in this Project shall meet the objective of reduction of greenhouse gas (GHG). Besides the GHG emission reduction, the project is also consistent with the sustainable development policy for CDM projects in Malaysia. The project meets the country’s sustainable development policy such as those mentioned in the Eight Malaysian Plan:

  3. Increasing the use of fiscal policy in pursuit of environmental objectives and promoting the use of appropriate market-based instruments and self regulatory measures among industries
  4. Reducing the energy, materials, pollution and waste intensity of urban-industrial activity to address air pollution, mitigate deterioration in water quality and waste disposal.

In view of its close proximity with the neighbouring residential areas, the project will also play an important role in the enhancement of safety of neighbouring residences. At the moment, the site is not a properly engineered landfill and may pose hazards to the environment. The project, with the proper piping and flaring of LFG away from the residential area, will help to eliminate emission and migration of hazardous LFG to the neighbouring areas.
