Description

Jilin Longyuan Tongyu Phase III Wind Power Project (hereafter referred as the proposed project) is to generate electricity from wind resources which using advanced wind power generation technology and to deliver the electricity generated to the Northeast China Power Grid. The implementation of the proposed project will achieve CO2 emission reduction by replacing electricity generated by fossil fuel fired power plants.

The proposed project is located in Tongyu County, Baicheng City, Jilin Province, Northeast China. The proposed project proposes to install 58 sets of 850KW wind turbines, for a total installed capacity of 49.3 MW. Tongyu county area where the proposed project is located has relative rich wind resources, it is estimated that the annual generation of the proposed project will be 111,630MWh. As a result, 114,755tonnes of CO2 emission reduction will be generated.

The purpose of the proposed project is to utilize zero-emission wind power to generating electricity and deliver it to Northeast China Power Grid. For the proposed project, (a) The scenario existing prior to the start of the implementation of the project activity is NECPG

providing the same electricity service as the proposed project; (b) The project scenario is the implementation of the proposed project, the installation and operation of

58 sets of wind turbines with a total capacity of 49.3MW which will supply an average annual generation of 111,630MWh to NECPG and replace the same amount of electricity generated by fossil fuel fired power plants connected to NECPG; (c) The baseline scenario of the proposed project is provision of equivalent amount of annual power

output by the NECPG where the proposed project is connected into, which is the continued operation of the existing power plants and the addition of new generation sources in the NECPG to meet thelectricity demand.

Being an environmentally sound energy supply technology, the contributions of the proposed project are summarized as follows:

♦ Being located in a power grid dominated by coal-fired power plants, development of the proposed project will not only reduce GHG emissions but also mitigate local environmental pollution caused by air emissions from fossil fuel fired power plants. ♦ The proposed project could be helpful to diversify power structure of Northeast China Power Grid and reduce the dependence on exhaustible fossil fuels for power generation. ♦ The proposed project located is the main heavy industry base of China, and the electricity demand increases rapidly; electricity becomes a barrier on local economic development. Development of the proposed project could contribute to meet local electricity demand, therefore boost the economy in the local region.

♦ 20 job opportunities will be provided for the management and maintenance of the proposed project
