Description
Huaneng Tongliao Zhurihe Phase I Wind Farm Project (the proposed project) is located in Zhurihe Pasture, Kezuo Zhong Qi, Tongliao City, Inner Mongolia Autonomous Region. The project is developed by Huaneng Tongliao Wind Power Co., Ltd. Based on the condition of the project site, the proposed project is to install and operate 33 wind turbines, each of which has a capacity of 1500kW; therefore, the total installed capacity of the proposed project is 49.5MW with an expected electricity generation of 111,700 MWh per year, which will be sold to the Northeast Power Grid (NEPG).
As the NEPG is dominated by the thermal power generation, the establishment of the proposed project will lead to greenhouse gas (GHG) emission reductions, which is estimated to be approximately 115,263 tonnes of CO2e per year. The proposed project will therefore help reduce GHG emissions versus the high- growth, coal-dominated business-as-usual scenario.
The baseline scenario is the same as the scenario existing prior to the implementation of the project activity, which is the additional provision of comparable electricity generation by NEPG.
The proposed project promotes local sustainable development through the following aspects: • reducing CO2, SO2 and NOx emissions; • creating local employment opportunity during the assembly and installation of wind turbines, and
for operation of the proposed project; • reducing other particulate pollutants resulting from the fossil fuel fired power plants compared with
a business-as-usual scenario.
