Description
Bajiangkou Hydropower Project (the proposed project) is located in Pingle County, Guilin City, Guangxi Zhuang Autonomous Region, China. It is the first one among 6 cascades hydropower stations on the Guijiang River. The proposed project is a low water-head hydropower project, with the installed capacity of 90MW. The reservoir’s full storage area is 16.2km2, the power density 1 is about 5.56W/m2, and the annual output is estimated to be 358.9GWh. After the proposed project is completed, electricity generated by the proposed project will effectively displace equal amount of electricity generated by China Southern Power Grid (abbreviation is “CSPG” hereinafter), which is dominated by fossil fuel power plants, and thus greenhouse gas GHG emission reduction could be achieved; the estimated annual CO2 emission reductions will be 266,483 tCO2e. The proposed project started the construction on September, 2003 and will be completed at the end of 2007.
According to “Bulletin about confirming baseline emission factor of regional power grid in China” announced by Office of National Coordination Committee on Climate Change , National Development and Reform Commission (NDRC) of China (DNA of China) on Aug. 9th, 2007 2 . CSPG is a regional grid in China, which consists of four provincial power grids: Guangdong Province, Yunnan Province, Guizhou Province and Guangxi Zhuang Autonomous Region power grid. The proposed project connects CSPG through Guangxi Zhuang Autonomous Region.
The construction of the proposed project is in compliance with the choice of China energy industry’s prior area 3 , and it will facilitate the sustainable development in the host party country and the local place in the following aspects:
Narrowing the gap between the local supply and requirement of electricity power; Creating employment opportunities with 60 local jobs offered; Reducing GHG emissions compared with the normal commercial scenario; Reducing emissions of other pollutants compared to normal power generation manner.
