Description
The China Guanmenyan Hydropower Project (hereinafter referred to as “the project”) is located on the mid-down stream of Loushui Branch of Lishui River in Xiangshi Town, Cili County, Hunan Province. The project is a new hydropower plant with a reservoir; the total installed capacity is 33 MW with 3,033 utilization hours for electricity generation annually. The surface area at the full reservoir level is 2.5km2 , thus the power density of the project is 13.2W/m2. The electricity is delivered to the Central China Power Grid (CCPG). When the project is completed, it can produce electricity of 100,080 MWh with net electricity of 93,170 MWh supplied to the grid annually 1.
The project won’t produce any greenhouse gas (GHG) during the operation. The electricity generated by the project can displace part of the power from the fossil fuel-fired power plants of CCPG, and the expected annual GHG emission reductions are 90,844 tCO2e. The project activity will promote the local and national sustainable development powerfully in the following aspects:
Reduce the GHG emission to mitigate the global warming trend by providing clean electric power. The main objective of the project is to generate electricity; the project activity will increase the power supply of Hunan Province. Meanwhile, as a part of the project activities, the project developer will construct a highway and other facilities that will improve the local infrastructure conditions greatly.
The project is located in the region where the Chinese minority nationalities—Tujiazu live in compact communities, the project activity can create about 320 job opportunities during the construction period, and more than 70 job opportunities will be provided when the project is put intoperation. The project will promote the local development in industry, agriculture and service trade, and promote the unity of nationalities, which is helpful to the social harmonious development.
