Description

Purpose

Ruchira Papers Limited (RPL) intends to set up a biomass residue (rice husk and black liquor) based cogeneration unit for meeting the steam and power requirement of the paper mill expansion. In absence of the project activity the steam requirement for pulp and paper manufacturing would have been met by low pressure biomass residue fired boiler and power requirement through grid based power supply. The purpose of the project activity is to utilize surplus biomass available in the region for effective generation of power and steam for captive use. Being aware of the carbon credits that the biomass based cogeneration plant can accrue and to take advantage of the abundantly available biomass near and around their manufacturing facility, the management of RPL has decided to install the biomass residue based cogeneration plant.

Pre - project scenario

The manufacturing facility’s thermal requirement is being met by rice husk fired low pressure boiler. The electricity demand is being met by the supply from the Northern Regional Grid. Post - project scenario

The cogeneration system (project activity) will be replacing the existing low pressure boilers and the fossil fuel based grid supply. The total thermal and electrical requirements of the manufacturing facility will be met by the project activity. The usage of a carbon neutral fuel for combined heat and power generation will result in reduction of GHG emissions which would have occurred due to the burning of fossil fuel in the northern regional grid for generation of equivalent amount of electricity in the absence of the project activity. The DG sets and the Low pressure boilers would be kept as standby unit for use during the emergency purposes. Apart from meeting the steam and power requirement of RPL, the project activity would also assist towards sustainable development, as follows:

Socio- Economic well being:

  1. The project activity will lead to generation of employment opportunities for the local population during the construction and operation phase of the project activity.
  2. The biomass resources will be collected and transported to the plant site from the adjoining fields resulting in employment opportunities for the local population.
  3. The main resource for power generation is agricultural residues. The use of agricultural residues in the power plant will lead to generation of additional revenue for the farmers through sale of biomass which otherwise would have been under-utilized or burnt. CDM – Executive Board
  4. As the availability of job opportunities is expected to rise in the rural areas, it will lead to reduced migration of the rural population to urban areas.
  5. The project activity will result in increased availability of power from the northern grid for other needful purposes.
  6. The project will create business opportunities for local stakeholders such as bankers, suppliers, manufacturers, contractors etc.

Environmental well being

• Since, the project activity will involve use of only biomass materials for power generation; the project activity does not lead to GHG emissions. • By replacing the fossil fuel based power generation with biomass based power generation the project activity would support the conservation of fossil fuels and natural resources which would have been consumed in the grid in the absence of the project activity. Technological well being

• The technology being used in the project activity represents the best available environmentally safe and sound technology for the application. The equipments supplied for the project activity are from well established equipment manufacturers in the Indian market. Thus it is ensured that the project activity contributes positively to the stipulated sustainable development indicators.
