Description

The purpose of the project activity is generation of electricity for a grid system owned by Tamilnadu Electricity Board (TNEB) a state utility, using surplus biomass residues available in the project region. This was proposed through construction of a 20 MW biomass power plant in Tamilnadu, one of the Southern states of India. The generation of electricity is achieved through sustainable means without causing any negative impact on the environment and contributes to climate change mitigation. Hence, through construction of the project, the following will be ensured through out its lifetime:

Sustainable development, through utilisation of surplus biomass residues that are available in the project region

Climate change mitigation, through renewable energy generation and reducing the demand for fossil fuel based power

Apart from the above, the following are other purposes of the project activity:

Adding capacity to the regional electricity supply system; Generating additional income to the local populace through the sale of surplus biomass resources to the project;

Generating additional and improved employment opportunities for the local unemployed populace in the region;

Rural area development through improved infrastructure in the rural area.

The View of project participants of the contribution of the project activity to Sustainable development

Govt. of India has stipulated the following indicators for sustainable development in the interim approval guidelines for CDM projects.

  1. Social well being
  2. Economic well being
  3. Environmental well being
  4. Technological well being

Each of the above indicators has been studied in the context of the project activity to ensure that the project activity contributes to sustainable development.

Social and Economic well being:

The project is established in a rural area in the State of Tamilnadu. Therefore the project would lead to increased development of the rural area.

The primary biomass resource that will be utilised for power generation under the project will be surplus biomass residues available in the area. The pruning and sale of wood for charcoal manufacturing and firewood purposes is an important economic activity in the area. The wood used for this purpose is Prosopis Juliflora, a wild tree / shrub that grows across hundreds of hectares in the region. Farmers cut and remove the upper stem and branches of the plant, leaving the root and the main stem undisturbed and causing the tree to regenerate at a faster rate. The stem is generally used for charcoal production and firewood. The bulk of the branches are discarded (dumped and unused). The project will provide a new source of income for the rural folks, maximising their economic benefits by enabling them to sell the unused residues from these practices to the project activity.

In addition to biomass residues from Juliflora, the project will utilise surplus agricultural (crop) residues (cotton stacks, chilli stacks etc) and agro industrial residues (rice husk, coconut husk, ground nut shells etc) that are available in proximity to the power plant. These residues are to be collected from farmers or agro industries. The project will generate additional revenue to farmers through the sale of these crop residues, which are otherwise being un-utilised. In other words, the power plant will give commercial value to crop residues, thereby augmenting farmers’ incomes.

As rice husk, bagasse etc are also considered as the fuels to be used for power generation, rice millers and other industries will receive additional income from the sale of these material..

Since the biomass resources are to be collected and transported to the plant site from the fields, opportunities are being generated for the rural people to collect and transport the biomass residues. This will result in additional employment opportunities for the rural people.

More and more rural industries will be set up as a consequence of the power plant in the area. This will also cause infrastructure development in the area, which ultimately leads to rural development. The opportunities created by the power plant will also prevent migration of rural poor to cities.

The biomass based power plant facilitates the availability of uninterrupted power to the local industries and agricultural farmers located in remote areas, thereby avoiding the load shedding and low frequency of power.

The above benefits due to the project activity ensure that the project will contribute to social and economic well being in the region.

Environmental well being

The project activity utilises biomass potential available for power generation, which otherwise is dominated by fossil fuels such as coal, lignite and gas, the project will not result in increase of GHG emissions and cause no negative impact on the environment. The project generates real, measurable and long-term emissions reductions.

The project utilizes surplus biomass residues and thereby reduces dependence on fossil fuels to certain extent.

The project conserves local resources, reduces pressure on the local environment, provides improved health and other environmental benefits.

Technological well being

The CDM project activity would leads to increase in utilization of biomass resources for power generation and contributes to the energy security in the country.

The project is designed in such a way that it will not require any valuable natural resources. Hence, the project will not impair the region, which is already scarce in natural resources such as water. In addition, the project will demonstrate the performance of high pressure boiler and air- cooled condenser in the biomass power sector as an alternative to conventional designs.

In view of the above, the project leads to technological well being.

In view of the above, the project participants consider that the project activity strongly contributes to sustainable development in the host country.
